GUNDUR CONFERENCE A GRAND SUCCESS

Dear friends,
Sorry for the delayed reply after the Guntur conference. As the conference concluded only on 2.12.2008 and I returned home on 3.12.2008 and immediatly was entangled as usual in our work pressure. Once again kindly excuse me for the delay in mailing to all you people.
Now coming back to business. The special meeting for SAs / SMs was held in the conference venue itself and was conducted by our beloved All India General Secretary of NFPE-P3 (AIPEU Group - C) Mr.K.V.Sridharan. Around 80 System Administrators through out the country participated in the meeting. We had representatives from almost all the States except Orissa, J & K, Rajasthan, Bihar and Delhi. I presided over the meeting as per the unanimous request of the participants. The 80 System Administrators who attended the meeting are the key persons who are organising the System Administrators in their respective Circles and I should personally thank them for making themselves to this meeting inspite of many official chanllenges.
Initially in my speech I covered almost all the problem faced by us in common and expressed our concern WHEN WILL THE DEMAND OF SYSTEM ADMINISTRATOR WILL BE SETTLED ? Then opportunity was given to one or two System Administrators from each Circle to present their views and also the problems faced by them locally. The highlights of the issues discussed by each Circle is given below:
Andhra : Some of the System Administrators were chargesheeted for not completing the eMO installation in time. The CHQ assured that it will be settled immediatly.
Kerala : The TA bill problem prevailing in their Circle was highlighted.
Karnataka : The Multi-level management exercised on System Administrators by PMG, DPS, SSPO etc. Each officer giving directions to our SAs and they are confused whose orders to obey.
Maharashtra : Recently orders by CPMG fixing 6 years tenure for working as System Administrators. The CHQ assured that it will be reverted at the earliest. Another issue that a UPS was stolen and our SA was chargesheeted and the cost of the UPS is been recovered from our SA. The Genereal Secretary assured that will also be taken and solved at the appropriate levels.
Punjab: Our SAs are performing the duty in addition to looking after MPCM counters and other branches. This problem will also be taken up by the CHQ.
West Bengal : They expressed their concern about the pattern and conduction of TRADE TEST for the absorption of the existing SAs into the new establishment. They were convinced by the CHQ about the importance of TRADE TEST.

The meeting was very professional and the issued focussed by all the System Administrators was assured to be sorted out at the earliest. The commitment shown by the General Secretary Mr.K.V.Sridharan was very remarkable that he remained with us till the conclusion of the meeting which was started at 10pm and ended at 12.30 am (nearly midnight) and after that only he went to have his dinner that too along with a System Administrator of Kerala Mr.Jayakumar who also did not have dinner.
Before the end of the meeting I gave my conclusion speech where I expressed my concern that all the SAs in the country are so frustrated and reacting very emotionally due the additional work being thrusted upon them day by day. I also suggested that we would organise amoung ourselves in front of Dak Bhavan, Delhi for a two days HUNGER FAST STRUGGLE initially and if still our issue was not settled we will organise to go on a INDEFINITE HUNGER FAST STRUGGLE. I requested the General Secretary to fix up a date for both these struggles and obtain formal permission from the Directorate to conduct this struggle in front of Dak Bhavan.

Our General Secretary replied that for both these struggles of the System Administrators an OFFICIAL CALL will be given from the NFPE-P3 union CHQ if the demand is not settled in the forthcoming indefinite strike to be held from 6th January 2009 . The issue of System Administrators will have a very predominant place in demands of the Postal Employees in the forthcoming strike. There is a wide scope that our demand for Separate establishment and Higher Pay scale will be settled by January 2009.
Hence my dear friends our stringent efforts for the past couple years is about to yield results. I know there are still many silent spectators among our friends who just are watching what is happening. For all of them it is my sincere request that join the struggle along the with the mainstream and don't remain separate. By this time you should understand that only collective efforts would yield results. We are not a movie hero who goes alone and fights single handedly with 100 villans and saves the heroine. Please understand the practical reality and have trust on the organisation. ALWAYS ORGANISATION IS SUPREME AND INDIVIDUAL JUST COMES AND GOES INTO THE ORGANISATION. A mighty organisation like NFPE which has 50 odd years of experience is not trusted for solving an issue means then on whom will you trust solve the issue. I accept there are shortcomings in the organisation but it has to be sorted out within the organisation and not taking individual decisions. Shortcomings are bound to occur in any organisation depending on the size of the organisation. Just for the sake of shortcomings don't keep yourself separated from the organisation. Hence my sincere request to all the System Administrators of the country is that please maintain a good and friendly relationship with your local union leaders like your Divisional and Circle Secretaries. It puts me in an very embarassing situation that I receive complaints from the General Secretary that many System Administrators don't have due respect for the local union leaders which ends up in a controversy. I know that some of the local union leaders have their own difficulty in learning to work in computers and that the root cause for that conflict. But anyway please bear with that. Nowadays my System Administrators are becoming very professional and very matured in their approach hence they should be develop this habit of getting adapted to the local situation and try to respect the local union leaders. Please Please Please have good relationship with the local union leaders.
Now our struggle of System Administrators will be held in three phases as follows:

1. INDEFINITE STRIKE - From 6th January 2009

2. 2 days hunger fast in front of DAK BHAVAN, DELHI by all the System Administrators of the country if the issue is not settled settled in the indefinite Strike. The date will be communicated to all by the NFPE-P3 CHQ

3. INDEFINITE HUNGER FAST in front of DAK BHAVAN , DELHI by all the System Administrators of the country if the issue is still not settled. The date for this struggle will also to comminicated to all by the NFPE-P3 CHQ.

Now the time has come to show our action and this is the phase of our ULTIMATE BATTLE. BE PREPARED. JAI HIND.

Guntur conference

Dear friends,
Just a few days (one week) to go for our Guntur conference. We are about to finalise certain crucial decisions at the Guntur meeting. Hence I request that please attend to the maximum extent possible. I expect a signaficant number of System Managers / System Administrators to attend this meeting. More and more new projects (eMO, Worldnet Express, WAN etc) are being burdened on our heads and we are having a very difficult time with our Superior Officers. There is no use just murmuring among yourself and just passing on your emotions with your colleagues. It is high time that we channelize our emotions on the right track.
Only a collective thinking can pave this right track. Hence the decision to be taken at Guntur should be a collective one. That is the reason why I urge all of you to come. Of course there will be challenges like getting sanction for your LEAVE to come Guntur. For those who are finding it very very difficult to make themselves available for all the Three days of the conference I request those persons to at least be present on 30th November Night session which is exclusively conducted for System Managers. After this meeting you can go on 1st December morning. I give this option only to those who finding it very difficult to come availing leave at a stretch for a long spell. Being a person among you I can very well understand the practical difficulty you should be experiencing at local levels. Even in my divison only two of us have been granted leave, that too after a prolonged discussion in convincing our divisional head.
Those who are coming to Guntur please contact me or my friends who will be available in the mobile numbers given below. Please have preliminary discussion among small groups and prepare your view points accordingly and please present it in a professional manner. Though we have entire night time for discussion of issue due to time constraints the possibility of allowing everyone to speak will be remote. Hence please choose one, two or three persons among each Circle who can speak well and present the view points of the System Managers of the respective Circles. Those key persons who are preparing to present their views please have a preliminary discussion and consolidate the views of everyone and present it accordingly in a professional manner so that we do not miss anyones opinion. Because everyone's views are important for arriving at a collective decision. I hope my humble suggestion will be accepted by everyone.

Department of Posts, is one among the many Departments under Govt. of India having prolix operations. Almost all the areas of work are computerized that include works at different levels of hierarchy. It is delectable that our Department has kept pace with the changing world, by instituting technological advances as well as the promptitude and probity towards customer satisfaction.


Department of Posts caters the need for people of all walks of life. It deals with the Financial sector that comprises of the Savings Bank, Savings Certificates, PPF, Senior Citizen schemes etc with an intangible network span beyond any challenge that either Public Sector or Private Sector could come anywhere near. It also caters to the Insurance Sector with a century old history, which no other insurance players can match. It also caters to the Logistics and newly emerged e-Commerce area. This Department also have a privilege that other Departments could not boast off, that is the self reliance and self support of its technology and software developments including implementation, customization, standardization and support. This Department is a technologically driven and professionally managed one.


The Department of Posts has been constantly developing various softwares some regionally developed and some through different software outlets. These softwares are then implemented on all over the country in various levels of hierarchy. All these implementations including development and support are done through a few number of people, who are designated and given the nomenclature as “System Administrators” by the Department. These conglomerate group of techies have strived tirelessly and relentlessly to bring good returns and success story for the Department. The Department in return has shown some felicity in acknowledging the hardships each one takes but the decision of the 6th Pay Commission in embarking the requirement or granting any privileges to these few people is very painful and estranged. The Pay Commission had taken a precarious opinion in considering the plight of System Administrators, or creating a new cadre. These egregious and erudite lot of techies have given everything in life even sacrificing there private life and happiness for the cause of bringing success to the Department in software implementations. Hence it is imperative therefore to articulate the works associated with these few number of people and to prove why it cannot merely be considered a midge request nor it can be sorted out as any work transcending from a particular cadre.


The System Administrators though are selected from the cadre of Postal Assistants/ Sorting Assistants in the Pay Scale of 4000-100-6000, which demands a minimum qualification of PDC (10+2), in reality the System Administrators are selected on the basis of their extra technological degrees and proven quality of excelling in computer field. All the System Administrators are technology savvy people, who are having aptitude in computer field, by getting rigorous training from training centers such as PTC Mysore and also through the selected few private centers.. They have infact taken pain in studying the softwares and many other programming languages, Database and security operations, which is essential for any software implementations. Only transformation of services ie., the official taken in the cadre of Postal Assistant to work as System Adminstrator is not at all reflect the true judicature, as it is wrong evaluation of the type of work. The work of System Administrator requires talent as well as intelligence much more than a clerical job. Just as a Signal Man in the Railways Department cannot be utilized to work as an Engine Driver or an Airhostess cannot fly an aeroplance, it is not possible for a clerical staff to work as a software professional until and unless that person have some extra talent, and intelligence along with professional qualification. It is in this point that we would like to put forward the necessity of such a cadres and also recognize the hardships and efforts of the few number of System Administrators in implementing the technical and technological excellence in the Department.


The System Administrators are the people who gets the software developed for vivid use of Postal Sectors. There are development centers that includes the PTC Mysore and many others at different Postal Circles. These developed softwares are to be customized according to office requirements, implement and install them, give trainings on its operation on site thereby to move from office to office doing the same. There are other e-Commerce related websites which are also to be updated in day to day basis and to be able to keep it running without fail.


The System Administrators are also required to prepare sites (Like Head Office/ Sub Office / Branch Office ) as to how the implementations are to be carried out in respect of networking, Domain Server and security. They are responsible for the safe functioning of all offices in respect of Server, nodes, Printers, e-Commerce, UPS, Generators, Internet facilities, FTP, Log Files, Virus updations, Service Pack of software, Service Pack of Operating Systems, elucidating very few things that System Administrators do from time to time.


The System Administrators also work as Programmers developing softwares regionally as it becomes necessary at times to have regional softwares. These System Administrators also be considered at par as Programmers as many are working like this in Trichy, Chennai, Mysore, Vizag,Kochi to name a few Regions. These softwares if developed outside the Department will incur Crores of Rupees for development. These System Administrators are saving enormous revenue for the Department in the cause of development, installation, testing, maintenance and support of softwares


The System Administrators are those filtered and selected from the group of higher and technically qualified people from the selected group of Postal Assistants. Though these people have voluntarily agreed to the same for the cause of the betterment of service, the returns and remuneration that they get is very poultry. It is reminded that the 6th Pay Commission had a promise that the loosing of Human Resource in the Central Government will be brought to the barest minimum. The non recognition of this particular cadre and also not rewarding these few people with anything other than what a usual employee would get in the same cadre of selection (Postal Assistant) will lead to jettison the Department with most of these talented pool of employees, who were eagerly waiting just for the release of the 6th Pay Commission to know what exactly would be materializing. The Salary and Perks paid to similar technologically talented people in Private sectors is unimaginably huge, and in several multiples as they are getting right now, also the demand is also more. Hence the right recognition and rewards to these people is absolutely imparitive and it will act as a measure of correct and punctilious judicature.


Thus the System Administrators plea for a new cadre at par with that of Software Programer/ System Analyst or at least with a Data Processing Assistant is an absolute necessity. It should also be like all the System Administrators who have tirelessly worked during the implementation stages should automatically be absorbed in the new cadre along with the creation of separate selection formula.

Constitution of Technology Planning and Technology Operations divisions:

The Department of Posts has set up two more divisions in the Postal Directorate. One is Technology Planning Division and the other is Technology Operations Division. The Order of the Department says that in the background of a major technology initiative planned in the XI Five Year Plan, there is a need for formulation of technology vision and developing a strategy to keep abreast with the developments in technology and use the innovations for giving customers better services. The plan is to computerize all departmental post offices and half of the EDBOs in rural and it is also assessed that this will require business process reengineering, administrative and operational restructuring to provide enabling requirement for technology induction. There is mention that the Human Resource issues also need to be dealt with. In addition it is envisaged to create a Data Bank on the profile and availability of System Administrators at all levels so as to ensure their upgradation of skills as a part of ongoing training programme. However the NFPE would be shortly writing to Postal Directorate for involving the Staff Side in the matter by providing complete information in this matter and to incorporate staff side viewpoints in the decision-making.

The CHQ after detailed discussions has formulated the demands of the Systems Administrators and sent to Directorate on 15.05.07. The same is reproduced below for the notice of all.

Sub: - Problems of Systems Administrators - reg.

The suggestions for finalising a uniform guidelines for role & responsibilities, working condition and also the other problems relating to the Systems Administrators are furnished hereunder for your kind consideration and favourable orders.

Role & Responsibilities

There is no uniform guidelines issued so far on the role and responsibilities of the System Managers/Administrators. Each circle has prescribed the duties on its which are and contradicting with each others.

Infact, proper & standard norms may please be fixed taking in to consideration of the following points.

(i) The geographical spread out of the division.
(ii) The number of computerised Head and sub offices.
(iii) The status and strength of the Sub offices concerned.

The Principle Chief PMG, Tamilnadu Circle has prescribed the duties and responsibilities vide its letter no. Tech/16-1/04-05 dt 07.05.07 which, we feel better and suggest the same for the uniform application for all circles. The following are the guidelines contained in the letter cited above.

1. The System Managers should have adequate working knowledge in the Operating Software, Networking and all the Departmental Softwares. He should be able to clarify the doubts of the operators working therewith.

2. The system Managers should not be attached to any particular branch.

(i) Duties and Responsibilities of the System Managers at Divisional Offices:

Ø Daily monitoring of the functioning of systems and peripherals at the Post Offices and Divisional Office.
Ø Periodical checking and assessment of quality of servicing and repairs carried out by the vendors/AMC providers.
Ø To Check the availability of AMC for Systems/UPS and to make arrangements well in advances for entering into AMC.
Ø Daily monitoring of the functioning of all the new softwares, e.g. RTI, e-Payment, iMO, e-Commerce etc.
Ø Stock Register for all the systems and peripheral of the Divisions should be maintained.
Ø Proposals with full justifications and quotations should be submitted for purchase of new systems/peripherals/computer spares as and when required.
Ø Entering into AMC/Renewal of AMC should be intimated promptly.

(ii) Duties and Responsibilities of the System Managers at totally Computerized Post offices:

Ø Monitoring of the Systems and Peripherals at the Post Office.
Ø Ensuring prompt functioning of Server.
Ø Daily monitoring of the functioning of e-Post and to ensure that no message is kept unprinted in the Office.
Ø Daily monitoring of the functioning of all the new softwares, e.g. RTI, e-Payment, iMo, e-Commerce etc.
Ø To keep one backup server ready for emergency.
Ø Maintenance of Stock register for all the Systems and Peripherals.
Ø Quality of servicing and repairs carried out by the vendors/AMC providers should be monitored.
Ø Daily backup of Data should be taken and kept in a system other than server.
Ø Weekly backup of Data should be taken in CD media. One copy is to be sent to Divisional Office and other copy to the Post Office which is identified by the Divisional head. If the totally computerized Post Office is functioning in the same building where Divisional Office is functioning, the CD should be sent to the other identified Post Office.

(iii) Working Condition of Systems Manager:

In case of any breakdown due to hardware/software problem, the System Manager should attend the same immediately without any delay. Any software problem which he is unable to rectify should be brought into the notice of Regional Office through e-mail and phone. Any unusual occurrence in respect of hardware/software should also be reported to Regional Office invariably.

Details of System Managers attached to the Divisional Offices and Head Post Offices may be intimated to Regional Office and that of Regional Office to the Circle Office.

All these guidelines are Inclusive and Not Exhaustive in nature.

In additions to the above instructions, the following may also be considered for the inclusion in the role and responsibilities of the Systems Administrators.

1. Administrator passwords of Network operating system ec. Microsoft Windows Server 2003 should be retained by the Systems Managers. A duplicate copy of the passwords may be kept by the divisional heads. Any change in the passwords on periodical basis should be informed to the divisional head. Many security threats and risks (Eg. Viruses, unauthorized access, data stealing etc.) can be avoided only by setting proper permission and security policies for the Computer Network,. Further regular maintenance of the server including task like Disk defragmentation, clearing Event logs, clearing free memory in the Server can be done only with the administrator login. Hence retaining of Administrator password is very essential for the System Manager. Performing the above mentioned task requires adequate knowledge in Microsoft Operating Systems. Hence only the System Managers are the qualified persons to perform this task and not the divisional heads.

2. When the Administrator Passwords of the Network operating system is retained by the System Managers it is quite natural that the SQL Server administrator passwords also be in the custody of the System Managers. The same procedure mentioned in the above point may be followed for this also.

3. Installation of departmental software is also the responsibility of System Manager.

Other Demands

The following are the few other demands for the better service conditions of the System Administrators.

1. Since the Systems Administrators has to attend any fault then & there through out the division, they may be granted with Road mileage Allowance with out any ceiling and also under relaxation of normal TA rules,

2. Mobile phone may be supplied to all Systems Administrators for contacts with minimum talk value of Rs.500/- per month.

3. Working hours should be fixed or atleast they may treated as out door staff like PRI (P) without insisting of attendance. They may submit weekly diaries.

4. Additional remuneration in the shape of OTA Incentive may be granted for excess work or for retention in the office beyond their office duty hours.

5. As per recent orders, the authority of SQL password was fixed as divisional Head which causes hindherence to the immediate solution of technical problems arising in different offices. This power should be conferred to respective PMs/SPMs after imparting proper training for the interest of service.

6. A panel list of the existing Systems Administrators may be allowed to continue for posting as Systems Administrators except in the following circumstances.

(i) If any disciplinary proceedings is initiated against the official working as System Administrator.

(ii) Expressed unwillingness to work as System Administrator

(iii) Vacancy arises owing to promotion or other instances.

7. The Systems Managers are being deputed to impart training to all officials on System. Trainers allowance may be granted to those officials imparting computer Training to other officials.

8. They should be provided with kit bag containing Nut driver set, CD bag, Pen drive, Handy vacuum cleaner etc.

9. Priority may be given in granting Motor Cycle Advance to this cadre treating them at par with outdoor emergent staff.

10. Instructions may be issued to all Postmasters to provide a seat at server to the Systems Administrators.

It is requested to consider all the above items and cause necessary orders at the earliest. It is further requested to convene a formal meeting to discuss these items and cause immediate settlement.

There are other e-Commerce related websites which are also to be updated in day to day basis and to be able to keep it running without fail.

The System Administrators are also required to prepare sites (Like Head Office/ Sub Office / Branch Office ) as to how the implementations are to be carried out in respect of networking, Domain Server and security. They are responsible for the safe functioning of all offices in respect of Server, nodes, Printers, e-Commerce, UPS, Generators, Internet facilities, FTP, Log Files, Virus updations, Service Pack of software, Service Pack of Operating Systems, elucidating very few things that System Administrators do from time to time.

The System Administrators also work as Programmers developing softwares regionally as it becomes necessary at times to have regional softwares. These System Administrators also be considered at par as Programmers as many are working like this in Trichy, Chennai, Mysore, Vizag,Kochi to name a few Regions. These softwares if developed outside the Department will incur Crores of Rupees for development. These System Administrators are saving enormous revenue for the Department in the cause of development, installation, testing, maintenance and support of softwares

The System Administrators are those filtered and selected from the group of higher and technically qualified people from the selected group of Postal Assistants. Though these people have voluntarily agreed to the same for the cause of the betterment of service, the returns and remuneration that they get is very poultry. It is reminded that the 6th Pay Commission had a promise that the loosing of Human Resource in the Central Government will be brought to the barest minimum. The non recognition of this particular cadre and also not rewarding these few people with anything other than what a usual employee would get in the same cadre of selection (Postal Assistant) will lead to jettison the Department with most of these talented pool of employees, who were eagerly waiting just for the release of the 6th Pay Commission to know what exactly would be materializing. The Salary and Perks paid to similar technologically talented people in Private sectors is unimaginably huge, and in several multiples as they are getting right now, also the demand is also more. Hence the right recognition and rewards to these people is absolutely imperative and it will act as a measure of correct and punctilious judicature.


Thus the System Administrators plea for a new cadre at par with that of Software Programer/ System Analyst is an absolute necessity. It should also be like all the System Administrators who have tirelessly worked during the implementation stages should automatically be absorbed in the new cadre along with the creation of separate selection formula.

Decisions taken by CWC of NFPE relating to System Administrators

In respect of the demands of Systems Administrators, it was resolved to demand a separate technology wing like civil wing and bring this cadre as separate establishment with higher pay. As interim measure they should be granted with special pay to the extend of 10% pay plus grade pay as if we demanded to the categories of LSG, HSG supervisors.

Cadre Review

The CWC decided to demand cadre review for the PA cadre since the earlier reviews made under TBOP & BCR lost its sanctity and importance and in respect of other cadres, there were many cadre reviews made so far. The CWC demands: -

(i) Considering the responsibilities and multifarious functions of SPMs/PMs, the Posts of single handed/Double handed SPMs may be upgraded to the present status of LSG called as 'Supervisors'.
(ii) The SPMs in Triple handed/LSG offices may be equated with the present HSG II and called as 'Senior Supervisor's.
(iii) The present HSG II & HSG I may be amalgamated into HSG and the incumbents be called as 'Chief Supervisor's.
(iv) The Postal Assistant be designated as Executive Postal Assistant with the Minimum educational qualification of Graduate with requisite knowledge of computer application. They may be placed in the pre revised pay scale of Rs. 6500-9000 as if recommended by the Sixth CPC in the case of Stenographers, vide Para 3.1.10 and 3.1.12. The Postal Assistant cadre is Unique and having more responsibilities and multifarious functions.
(v) Separate establishment of Systems Administrators be created and make it as a promotional cadre to postal Assistant who possess all required skills and Qualification.
(vi) The pay scale for Supervisor, Senior Supervisor & Chief Supervisor may be fixed as per the hierarchical line pay scales.

LETTER GIVEN BY NFPE TO THE SECRETARY DEPARTMENT OF POST

System Administrators: The technical knowledge acquired by the System Administrators and the role being played by them in computerizing the offices all over the country as well as ensuring the smooth running of the net work is unfortunately overlooked by the Pay commission. In no other department such a massive computerization could have taken place without employing outside knowledge. It is known that these category of staff work beyond 8 Hours daily as well as called to assist by field offices at odd hours also. We request the department may consider grant of 10% of Pay + Grade Pay as recommended in the case of caretakers vide Para 3.8.8 of CPC Report to distinguish them from the other operative staff as an interim measure. We also request to consider the issue of formation of a separate technology wing like civil wing and make the System Administrators a separate establishment.

We, SAs of Kerala Circle demand for the creation of a separate cadre /wing/establishment . This is because of the fact that, if we are not given recognition of a separate cadre now, this is not going to happen in the future.
We demand tht; the NFPE Union should not compromise below the above demand.
During conversion, with higher officials of DOP, it is learnt that, they are in favour of our demand for a separate cadre.
Our demand is for the recognition of our past struggles for the successful computerization of department and not for mere monetary benefit.
In the present scenario, there is intervention from various level of higher officials Varying from PM to PMG and our demand is for a separate wing and thus a single controlling authority for the smooth functioning of our day to day work.
As the department is going up for a great leap in modernization programmes, the role of SA s are inevitable and we are having great expectation from the Union for exploring all the avenues for our demand.
Considering the efforts put forth by the present set of SAs for the computerization in the phase 1 and 11 it is demanded that, job security is provided and the SA s are not reverted to the PA cadre.
Discussions are going among independent SAs for the formation of an independent association with the help of other Unions and there is a chance of certain SA s moving out to the side of that union.

Separate Establishment for the Systam Adminstrators

Dear Comrade Senthil - Today myself and KVS had a deep discussion with the Special Officer on deputation to study the pay commission recommendations for postal issues - We told them we want a separate establishment for the Systam Adminstrators as well as formation of a separate technology wing as like civil wing- we also suggested three advance increments or 10% pay as an interim and immediate relief - The issue will be raised in written note to the department by NFPE soon after the Federal Executive and the CWC Meeting of P3. The issue will be effectively focussed. The Federation and the P3, R3,and Admn unions of NFPE are in total agreement with the main issue of systam adminstrators for a separate establishment. This you may circulate to all our comrades.

A separate IT wing must be formed.
Justification :

• As today, the involvement and implementation of IT related matters (i.e. Huge Computerization) in the Department of Posts, India, and the expansion of the same is so huge and the nature of job is highly specialized and it can't be mixed up with the ' Multifarious Functions !!!' performed by the PA Cadre.

• The various IT related specific job requirements are there today in the Department, such as Network Administrators, System Administrators, Database Administrators, System Analyst and Software Developers, Instructors, Certified Information System Auditors (most important).


• The Department has turned to a vast computerized infrastructure and to organize the same, various level of Technocrats would be required to comprise and justify a separate wing with various hierarchical levels, just as exists in the Electrical wing, Civil Wing etc. Unless the decision making and policy making authorities related to IT matters in our department comprises of Technocrats, there the scope of wrong decision and policy making (IT related) would be left resulting misuse and bad use of human resources and materials and loss of public money incurring loss to the department. Employees of every level working in the department also have to suffer for the same and face the consequence. Hence the Demand of IT-Wing should be realized and raised by every Union , Federation , Association etc. existing at every level in the Department.

• For past 13 years the Department is being computerized and the PAs working as System Administrators/System Managers/System Assistants, System Analyst and Software Developers, Instructors have taken the responsibility of giving system supports and to run the computerized infrastructure smoothly. All these people have often to work late night in the various offices and perform hectic tasks and undergo strenuous schedules to keep the IT system of the Department working smoothly.


• The System Administrators doesn’t have an administrative power neither they have status nor they get remuneration compared to the responsibility they bear. Practically the system administrators have to do all system support jobs and also to plan and implement system related policies of the department. The Software developers also have to do system analysis, System and Software Development, respective training and implementations. As they don’t posses any administrative power they are often turned to a dilemma state and face lots of hurdles. Worst cases are those where the System Administrators are not even being spared from the regular operations but are asked to attend to System Administrator duties besides attending to a regular branch.

• Today the PAs working as System Administrators/System Managers/System Assistants, System Analyst and Software Developers, Instructors have upgraded them selves and have acquired skills to perform as system administrators through various trainings, gathering onsite work experiences and some gathering qualifications (like PG Diploma, MCA or equivalent etc.). There are many who have acquired computer degrees at their own cost and using the skills to the department for its prosperity. Today it is time tested that the existing System Administrators/System Managers/System Assistants, System Analyst and Software Developers, Instructors can implement , maintain and fulfill the IT related policies and requirements in the department successfully.


• To give status , power and competitive remuneration and to keep the motivations of the System Administrators/System Managers/System Assistants, System Analyst and Software Developers, Instructors, high and to perform their jobs smoothly they must be put to various cadres in the above proposed IT wing.

We System Administrators of Idukki Postal Division met Sri IMG Khan, DG (Posts) on 06.04.2008, during his visit at MUNNAR (KERALA). He has agreed to do all possible in favour of System Administrators. He is of opinion that when a cadre has to be formed, a basic qualification has to be fixed. While doing so, he insisted that the people who had worked hard during the last several years should not be thrown out.


Let us favour fixing a Basic Qualification. Then only the creation of cadre can be taken up. So let the Department fix a qualification and recruit System Administrators directly as in the case of IPOs, and the existing System Managers accommodated after an immediate Trade Test with 20 % wightage in marks. The existing System Administrators should be accommodated immediately. We should demand accomodating all present incumbents along with new recruitments in 80:20 ratio with assured merit as well as time bound promotions in the new cadre.


Ms K Noorjahan, Member (O&M), Postal Board was also in Munnar. She was also apprised of the problems of System People. She had attended the FNPO, Circle Conference at TRICHUR, KERALA. FNPO System Administrators had a separate meeting with her. She has also assured all supports for our cause. She is the only officer having such a deep inclination to the problems of System Managers/Administrators.


All of us should take a look at the recommendations of Pay Commission in Para 3.8.11 for EDP Staff (under Common Categories, Page No- 207). A Data Processing Assistant is recommended with Pay Band 7450-11500 in PB-2 with Grade Pay 4600. We should demand this, and not for any allowances or increments otherwise our fate will be the same of Accountants. (Pay Commission has agreed to hike the allowance of Accountants double (Rs 360/-). What a Hike ! ) . We have to ask for Mountain to get a hill ! Why are our Unions hesitating to ask only for a Separate Cadre ? They may not be able to think of a cadre with Pay Band 7450-11500, But it is our right by virtue of our nature of work and all the sufferings of yester years. We should not have any inferiority complex in demanding our rights.


Otherwise think of a Union for System Managers/Administrators like IPOs & Stenographers. We cann't comprimise for any trade union gimmicks as in the case of GDS Staff. Our unity is of high importance at this juncture. The time now is a do or die situation. If we are not able to get our demands now, I dont believe we will get it later. There is no chance at all. Try your best.


We should fight for a separate cadre.


No body will disagree that we not simple Data Entry Operators. We are very well Data Processing Assistants or even much more than that ie, Backup operator, Hardware Engineer, System Administrator, Network Engineer etc.
