Dear President – Respected Chief Guest the Member Technology Postal Services Board – Office Bearers of NFPE – General Secretaries of Affiliated Unions – and System Administrators from all over the country - National Federation of Postal Employees extends a very warm welcome to all of you in this All India Seminar. It is indeed our pleasure to have the Member Technology with us today as our Chief Guest for the presentation of his valuable paper and Speech on the theme of this Seminar organised by the National Federation of Postal Employees.



Technology is getting revolutionised every day and its sweep is universal. We all know that the change in production machinery is a continuous process in the development of human history. Social Science teaches us that with this change in production tools the whole relations between various sections of human society also changes. Modern Society however relies on the revolutionary changes in production tools for its continued existence. We live in a modern society and therefore the revolutionising of the production tools is a regular process occurring frequently. Those who possess the technology and the technological tools will alone be able to dominate and this applies to country or industry or every field. Postal Departments are no exception to this rule. If these ever changing technological tools are not brought into its own operations, the Indian Postal Department also cannot survive in the world of stiff competition caused by the dictates of liberalisation and globalisation.









The Indian Postal Department's entry into the new technology and its growth has been slow in comparison to the advanced western countries and some of the countries of Asia Pacific Region. However the trend has been changed and India Post is embarking into a high-tech postal operative organisation step by step. Computerisation of Postal Operations in all Head Post Offices, Divisional Offices and Regional and Circle Offices as well as 24,000 Departmental Sub Offices have been completed. Extending the computerisation to 60,000 Branch Offices is in the offing as per the Five Year Plan Guidelines. RFID technology has been introduced recently in India amongst 30 other nations and this may be extended large scale soon. Networking of PLI operations by establishing a Central Server; Networking of all offices in order to enter into core-banking services of our POSB Operations etc are awaiting to be launched soon. More over the Department of Posts has entered into an MOU with the Technology Consultant ''ACCENTURE' for designing and developing a new information technology architecture and system. Thus the technology sweep in the Department of Posts is anticipated to reach very high level in the coming months.



As part of the technology sweep, the entire staffs of the Department are to be trained and retrained to adapt to the new technology environment. This is one of the challenges before the Department that contains a large work force not fully tuned to work in a most modern technological environment. It is also a fact that the Department lacks infrastructure facilities for launching massive training and retraining programmes for its very large work force. Training programmes were indeed launched and continuing but still inadequate to train the staff in handling the technology. Funding for imparting computer skills in renowned institutions like NIFT etc have not been encouraged due to either lack of funds and absence of administrative initiative. A large work force was expected to learn technology by its own individual efforts which are a challenge to employees because most of the staff had never even operated a type writer machine. The Department was handicapped with the lack of fresh talent from market entering the India Post due to ban on recruitment etc. Entry of fresh talent in different cadres would have helped enormously.



The lack of technical knowledge had led the department to waste its resources also in the purchase of outdated technology in the shape of establishment of AMPCs. The affair turned out to be too costly and wastage since we lacked operational knowledge and the technical know how and we were forced to import any spare part from the manufacturer only. We have not been able to use the technology to its fullest capacity and such gigantic machines are not being operated to its potential is a open secret. The advanced countries have gone for further improved automated machines but are selling their outdated machines to under-developed countries.



The Department also was handicapped with the absence of a Technology Wing with expert personnel for establishing the infrastructure all over the country. But the knowledgeable layer of Postal Assistants and Sorting Assistants have come forward with initiative and enthusiasm in this gigantic work and grew in practical experience in administering a vast network of computerised operations efficiently. They were subsequently got the new nomenclature 'System Administrators' without any such cadre came into being officially. Thus one of the challenges and costliest operations for establishing computerized operations at the all India level of a very vast networked department had been accomplished without any extra expenditure. Through these System Administrators most of the staffs have come to learn to handle computers in their day to day operations and thus one of the biggest challenges before the Administration has been moderately over come. But there is inadequacy in the level of training and retraining required.



Now the face of India Post is changing very fast. Higher level of technology is being inducted in different fields in addition to large scale computerisation. It is our estimation that this will definitely necessitate augmentation of the strength of System Administrators in accordance with the level of expansion. But there is always a question that what type of infrastructure will be in place to handle the technology in future. The System Administrators themselves are not a cadre approved by the Recruitment Rules.



The role of Mysore Postal Training College in developing indigenous software in several operations of India Post without depending on IT outsiders is a marvel. The role of System Administrators had been very fundamental in establishing and running of the computerized operations of India Post. It is our modest expectation that these services and huge contribution of the tech-savvy officials of Department of Posts that saved the Department of Posts crores of rupees expenditure for more than a decade, will receive due recognition of the Postal Services Board and they will be absorbed in any type of technology wing that may come into being shortly.



NFPE analyses to discover that the actual work of System Administrators presently is not one of Data Entry Operation. It is equal to computer engineer who attends to system faults, software installation, imparting training to staff both supervisory and operative, attend to trouble shooting of all nature, installation of computers in offices, taking backup of all data, attending to networking in offices etc. It has been the policy of the 6th CPC to offer PB-2 with 4200/- Grade Pay for all Data Processing Assistants in all departments. Unfortunately the System Administrators who perform duties like that of a computer engineer with work stress much more than the data processing assistants are placed in the level of Data entry operators because there had been no cadre created for System Administrators so far in the Department of Posts. Therefore the work of system administration has been performed for more than 10 years by these System Administrators for a lesser wage level without any additional monetary compensation.



In addition to the above, it is also a matter of concern that these System Administrators have been one of the most exploited unintentionally if not by design. They have no work norms and therefore any office, any time, any day, any climate and any problem, they have to attend trouble shooting. This factor is ignored by some part of Administration and even the accidents occurred after 6 P.M. are treated as beyond office hours and facilities like disability leave etc are denied. They are not provided for any road mileage allowance or any other compensation in many circles leaving them spend from their own pockets. There has to be a work norm and scientific work allocation under which system administrators are to be allotted based on number of computers or number of offices within certain radius etc. The absence of such norms had resulted in extreme work pressure and strain on them and even leading to issue of charge sheets against system administrators in some places and for lapses committed by other staff, the system administrators are made subsidiary offenders. There has to be a system of monetary compensation for the extra time put in by these staff beyond their normal eight hours of regular work and invariably no OTA or financial compensation had been claimed or sanctioned for all the hours of extra work put in by them beyond eight hours. The untimely calls on any day including Sundays and holidays by staff to the personal cell phones of system administrators are in fact intrusion into the privacy. Provision of departmental cell phones exclusively for official use is therefore fully justified. The System Administrators have to learn and master each and every patch supplied by Department and has to be in constant look out and monitoring of work performed by offices. Therefore every System Administrator has to be supplied with an Official Computer for installation in the residence of these staff. The System Administrators are serving in the capacity of technology teaching faculty but they are not sanctioned with the benefits normally sanctioned to faculty in Postal Training Centres. In fact the 90% of technology training is being imparted to staff by the System Administrators only. NFPE requests our Chief Guest, the Postal Services Board Member Technology that he may kindly intervene to cause proper order to deal all the above situations. While doing so, the demands in the charter annexed to this paper may also be given due consideration.



Sir, these Officials have worked without any such benefits, which alone show that there is every justification for recognizing their services and incorporating them in the new technology wing as System Administrators Cadre. We are apprehensive that without a favourable disposition from the Postal Board this may not ever take off.



Taking in the consideration of all the above aspects, NFPE strongly desires to have a separate cadre called 'Systems Administrators' in the technology wing of the Department of Posts. As the existing System Administrators have proved their competence and excellence during the past decade, all of them shall be absorbed as Systems Administrators in the newly created cadre as a one time measure, if need be, through a trade test. In future, this cadre shall be a promotional cadre for the PAs/SAs and selection can be made through a qualifying/competitive examination/trade test. In future, suitable educational qualifications can also be fixed taking into account that most of the newly recruited PA/SAs are having sufficient technical Qualifications. For the existing System Administrators, the higher Qualification condition should be waived.



In nutshell. It is the request of the NFPE before the Postal Services Board to take into account the valuable services being rendered by the existing System









Administrators, without which the Department of Posts could not have attained the degree of success with the installation of the computer infrastructure and work operations in the different software we use for postal operative and administrative work. NFPE also points out that this conversion of Postal Assistants / Sorting Assistants cadre into System Administrative staff will be more economical and contains sufficient operational advantages in contrast to total outsourcing of our functions or for opting for full scale recruitment from open market. The Postal Services Board is requested to consider these merits and go for appropriate cadre creation paving way for absorption of present System Administrators in the new set up with appropriate higher level of pay package admissible at least on par with that of the data processing assistants in other Central Government Departments at the entry level with a structure of promotions above. We are confident that our respected Member Technology Postal Services Board will appreciate the above facts and will be kind enough to take this matter for the due consideration of the Postal Board and for very positive results.

LIST OF ISSUES REQUIRE IMMEDIATE CONSIDERATION ON THE WORKING CONDITIONS OF SYSTEMS ADMINISTRATORS



1. Special Allowance: - Notwithstanding with our demand of formation of separate cadre of Systems Administrators in the Department of Posts with separate pay scale till the augmentation, the existing incumbents may be granted special allowance to the extent of 10% Pay plus Grade pay as it is granted to care takers.

2. Issue of uniform duties & responsibilities: - There is no uniformity in the duties and responsibilities. This varies from circle to circle even regions with in the circle. A uniform viable duties & responsibilities may be circulated from the Directorate. Identify adequate number of systems Administrator's post in each division/circles.

3. Providing Laptops: - The Systems Administrators find it difficult to download and test the given patches and software with the non availability of systems. One laptop may be provided for smooth facilitation of the process and for mobility purposes in attending computer related works in other stations.

4. Incentive for installation/upgradation: - Many software could be installed only after the closing hours and will end in the midnight. Incentive for installation/upgradation may be fixed and paid.

5. Training Allowance/honorarium: - For imparting training at WCTCS and for MSE, the Systems Administrators may be granted Training Allowance/honorarium.

6. Accidental insurance: - For travelling extensively through two wheelers to attend the technical problems, an accidental insurance coverage may be provided.

7. Grant of Special disability leave: - The S. A. of Delhi West Division met with a road accident after installing software in the night. No special disability leave was granted to the official. Provision of special disability leave on such happening should be ensured.

8. Grant of Excess Duty Allowance: - For keeping beyond 8 hours on any day for any work, they should be granted with 'Excess Duty Allowance' or OTA.

9. Provide cash imprest: - To meet out the immediate requirements while attending problems in computers, a separate cash imprest may be provided.

10. Grant of TA & Road Mileage Allowance: - Within urban cities, the road mileage allowance and out stations, TA may be granted for the journey performed for attending computers.

11. Mobile Phone & Recharge coupons: - Mobile phones may be supplied to the system administrators & a minimum of Rs.500/- may be allowed per month for recharging the coupon for the Mobile connection.

12. Providing kit box: - They should be provided with kit bag containing net driver set, CD bag, pen drive, handy vacuum cleaner etc.

13. Providing a seat in office: - They should be provided a seat at server. Now in many places, they have not been provided with separate seating facility.

14. Keeping Panel: - A panel should be maintained at Divisional level and the SAs should not be reverted back as Postal Assistant without any sound reasons.

15. Possession of SQL Password: - The possession of SQL Password may be conferred with the Head of the office after imparting training to overcome the problem of immediate solution of technical problems as this is now vested with the divisional heads.

ALL INDIA SEMINAR ON " Technology Sweep in Department of Posts - Present & Future Vision - Challenges Before the Management and Staff - Role of System Administrators" is resheduled for 21.11.2009 instead of 7.11.2009.

The venue of the Seminar will be "BAPU SAMAJ SEWA KENDRA " NEAR MEGHDOOT BHAWAN [Chief Postmaster General Office Delhi Circle] New Delhi - 110001.

For the convenience of distant Circles like Kerala - Tamilnadu - Andhra - Karnataka - Maharashtra - Orissa - West Bengal - Assam - North East - Bihar - Jharkhand - Eastern U.P - Chhattisgarh - Gurarat - J&K, accommodation for stay has been arranged at GARWAL BHAWAN very nearer to the Seminar Hall. This Place will be available from the morning of 21.11.2009.

The System Administrators coming from Circles nearer to Delhi like Haryana - Himachal - Punjab - Rajasthan - M.P - Western U.P - uttarakhand as well as from Delhi Circle are requested to arrange their journey in such a manner to reach directly in the SEMINAR HALL before 9.00 A.M on 21.11.2009. This is because accommodation for lodging is not made for these circles in and around Delhi who can reach Delhi in morning of 21st November and leave on the same night after the completion of the Seminar. Cooperation from the DELEGATES coming from these Circles is much requested.

NATIONAL SEMINAR OF SAs AT DELHI

NFPE is organising a nation wide seminar in the 1st week of november 2009 in delhi. The seminar will be attended by top office bearers of NFPE federal executive. The officers of Tecknology wing of our department are also agreed to attend this seminar including Member (technology) Mr.Samant.

Why this National Seminar ?

1. To arrive a consensus on what is exactly to be negotiated with the department for the System Administrators. So far every individual System Administrators have their own view and leadership are also presenting their views and acceptance level among cadres on each of the views presented could not be studied. So deriving a consensus about our demands which is acceptable to all the System Administrators of the entire country is very essential and need of the hour. To consolidate into a very small NUT-SHELL and focussing that demand alone and fighting for it.

2. To derive a action plan and to set a deadline date to get into some major action, it the department is still dragging the issue.

Getting into some major action plan requires execution of that action plan uniformly through out the nation. This requires some extensive preparation and what ever decision taken should be democratic and acceptable by everyone. Then only executing it will be very easy and uniform.

So dont take this National Seminar very lightly, it is going to be a very significant event in the life of each and every toiling System Administrator through out the country.

So, friends, please start organising and start collecting funds for booking the train ticket / flight ticket to Delhi. Once the date is announced book your tickets to Delhi immediatly. Dont delay start immediatly.

NFPE FEDERAL EXECUTIVE NFPE FEDERAL EXECUTIVE MEETING HELD IN NEW DELHI ON 16-17 JULY 2009

DECISIONS OF FEDERAL EXECUTIVE AND THE NOTE PRESENTED BY THE SECRETARY GENERAL NFPE TO THE MEETING ARE FURNISHED BELOW

1. FEDERAL EXECUTIVE DISCUSSIONS:


The Federal Executive Meeting of NFPE was held in New Delhi on 16th and 17th of July 2009. All Office Bearers of NFPE and all General Secretaries of affiliated Unions / Associations have attended the Federal Executive meeting that was presided over by the NFPE President Comrade D.K.Rahate. Comrade C.C.Pillai the Vice President of Confederation of Central Government Employees inaugurated the Executive. Comrade Des Raj Sharma former Deputy Secretary General NFPE greeted the Executive. A written report was presented by the Secretary General NFPE to facilitate discussion by the Members of the Executive and the same is exhibited in the NFPE website. The Federal Executive considered the Corporate Plan document of the Department of Posts and the Second Phase of consolidation of Mails planned by the Department as well as the Approach Paper on Merger of SROs with Post Offices and decided to deeply study and formulate our approach towards these issues. The staff shortage, the acute problems faced by the employees in Project Arrow areas, the unilateral approach of the Postal Administration on several issues undermining discussions with the Staff Side etc have been considered with serious concern. The inordinate delay in implementation of GDS Committee and all other problems of different cadres of Postal Department also received deep attention of the Executive.



2. DECISIONS OF FEDERAL EXECUTIVE:


A Programme of Action culminating in an Industrial Action is paramount on the urgent sectional issues of postal employees; Every All India Union shall prepare a Charter of Demands on its own sectional problems and a Memorandum and the NFPE will prepare the Charter on common Sectional issues and a Memorandum for discussion with other unions and Federations;
All attempts shall be made to forge unity between the regular and GDS employees Unions and launch the struggle through the platform of Postal JCA;
A Committee comprising of Comrades M.Krishnan [Working President NFPE]; K.V.Sridharan [General Secretary P3]; P.Suresh [General Secretary R4]; and R.Seethalakshmi [Secretary NFPE] was constituted to hold talks with Comrade S.S.Mahadevaiah [General Secretary GDS] with the view to ensure joint functioning and Programme of Action;
To hold an All India Level Seminar of System Administrators in New Delhi to highlight the issues of emerging new technology in Postal Operations and the cadre creation of System Administrators;
The staff of NFPE shall be granted an annual increase of wages @ 5% every year in the month of January; Financial assistance of Rs.10,000/- [Ten thousand only] shall be paid to the dependent of the sweeper of NFPE who died in an accident; and a marginal increase of charges of despatch of Postal Crusader from Rs.850/- to 1200/- shall be allowed from the August issue;
The Special Donation of 100/- to NFPE shall be collected at the time of payment of Second Instalment of Pay Commission Arrears from those members who have not donated during the arrears payment of first instalment or for whom the collected amount was not remitted by the Divisional / Branch Unions to strengthen the finances of the Federation.
All Circle Unions are called upon to take measures to form a State level union for the Casual labourers, Part time contingent workers and Piece rated workers in Business Post Centres etc as like West Bengal and Andhra as per the decision of the Confederation;
All Divisions and Branch Unions are requested to enrol more subscribers to the Federation journal 'Postal Crusader' @ 60/- per year.

MEETING WITH POSTAL BOARD MEMBER [D] ON SYSTEM ADMINISTRATORS PROBLEMS NFPE DELEGATION MET THE POSTAL SERVICES BOARD MEMBER [D] ON 25.05.2009

NFPE DELEGATION CONSISTING OF SECRETARY GENERAL AND GENERAL SECRETARIES OF NFPE UNIONS ALSO INCLUDED TAMILNADU SYSTEM ADMINISTRATORS COMRADES SENTHIL KUMAR AND DINESH

Dear Comrades - NFPE Delegation met the Postal Services Board Member [D] Shri. Samant on 25th May 2009. In fact Comrades Senthil Kumar and Dinesh - both System Administrators from Tamilnadu Circle who are involved in the task of organising the System Administrators - also were taken along with the Delegation. The main issue focussed was on the creation of System Administrators cadre and absorption of all present day SAs in the new stream. Some other issues like disturbance of SAs by way of transfer; Problems encountered by SAs due to e-MO software; were also discussed.

Member [D] assured that the work of appointing a Technology Consultant is in progress and within a month or two expected to be over. The Technology Consultant would go into the issue of structrual layers of the intended new Technology Wing. The final authority for creation of a cadre with relevant qualifications for new Recruitment Rules etc will be the DOPT. However Member [D] assured that the contribution made by the present System Administrators in helping the technology infrastructure installed so far would definitely be favourably considered while the question of absorption of SAs into the new stream is considered.

As for as e-MO and related problems are concerned, Member [D] assured the Department is going for a proper interface technology for smooth working of all softwares instead of present piece meal installation of separate software for each and every work. He assured that would eliminate snags and will help overcome such problems.

NFPE / CHQs would be following up the issue of SAs continuously.

Respected Sir,
We know that you are quite in knowledge of the active participation and involvement of the System Administrators in West Bengal Circle. These enthusiastic and sensitive young officials are contributing immensely in present days departmental functioning. We have gone through the staff side demand mentioned regarding a separate cadre and / or establishment for the System Administrators. Our federation has deeply thought over the issue and dug into different feasibilities. Our appropriate views are now being forwarded herein below with the expectation that while replying the Dte’s DO No.: Secy(P)/10/Imp. Projects/09. Dated:27th January,2009 and expressing the opinion on the demand mentioned regarding a separate cadre and / or establishment for the System Administrators, the WB Circle administration would finalize the best option for the same. Our organizational views had been more or less agreed by the official side while threadbare discussion held with the staff side and official side on 13.01.2009 at face of All India strike from 20th Jan’09 which was finally deferred.

By this time, this has obviously become very clear to us that the job of the system personnel is totally different in nature and it requires specialization and acquiring special kind of knowledge to constantly remain productive. It is having no resemblance to the traditional nature of our daily operative work even if it is computerized. Unfortunately, these techies are under the administrative control of some officers, a section of them are pathetic in the subject and therefore are proving themselves worth of almost nothing. Our day-to-day experience, comments of the CAG, department’s Annual Report ------ everything is corroborating the deficiency of planning and coherence. Thus the efforts of able staffs, their diligence and optimism end in nowhere. This puts us to feel the imperativeness of such an arrangement where there is a strong homework and blueprint, coordination among the plan makers and the working brains in field and the realization of actual problem and the optimum way of troubleshooting.

This is only possible when these officials are made to work in a total technological setup and under completely technological guidance by superiors. In our department, and other departments also, we find such specialized group working in a WING. Therefore, we hold that the entire System related work should be managed by a separate ‘INFORMATION TECHNOLOGY WING’.

Proposed Structure of the Wing : The wing should have a total hierarchy right from the Post Office / RMS Office till the Directorate. While constituting this wing this is our considered opinion and emphatic demand that the present incumbents must be given due weight age. The System Personnel presently working are time-tested enough and have proved themselves beyond expectation. Some of them have acquired higher qualifications in Computer Science field (MCA etc.). So, at P.O./DO/RO/CO levels they may be absorbed directly on a minimum experience of working, e.g., for 2 years or so. Our assessment is, the requirement is higher and there still would be vacant posts for S.A.s at P.O. levels (the number we would require is given below, but may vary as per reality). So, a trade test can be arranged for the freshers who intend to work as S.A.s.

The next hierarchy would be the S.A.s working at Divisional level. 3 or 4 S.A.s may monitor and supervise the work under the division. As the 3 ACP Scheme is likely to be implemented, the posts of System Administrators may be on promotion / financial upgradation, as the case may be, according to seniority from the P.O. level S.A.s. The Divl level S.A.s would be having the analogous features of the TBOP / LSG officials.
In the same way, 3 or 4 System Administrators may work at Regional Office level and then again, 3 or 4 would function as Circle System Administrators. These posts will remain as the promotional channels for the cadre.

Alike the Civil and Electrical Wings of our department, there should be nodal / group officers from R.O. level and they should essentially be technocrats. Upwards, at C.O. levels and Directorate, technocrats should be appointed as many as needed with qualifications and proper distribution of work. They should be having adequate experience, as they would be the persons preparing the plans for the department. At Directorate, one or two financial experts should also be working who will be able to assess the fate of introduction of a scheme to ensure its popularity and financial viability (we have witnessed failure of schemes like e-Post). The C.O. / R.O. level System Administrators will actually be bridging over the slip between the plan makers and the S.A.s working at ground level. They will also provide technical assistance and will visit the sites with the Divl level S.A.s.
At R.O. and C.O. levels there would be a requirement of Database Administrators and Network Administrators. Such persons should be professionally qualified or be brought under the fold of 3 ACP.

There should be two other very significant and prestigious posts ---- Software Developers and Trainers, because they play very important role to make everything success. Our present developers and trainers have shown absolute brilliance in their tasks assigned by the department and should be absorbed. Depending on the geographical status of the division / unit, there should be one / two training centers. Software Developers should work centrally and better be placed at C.O. level, other than the prolific one at Mysore PTC. As today, many new projects are procured at circle level and started, to develop computerized software systems and providing supports for the same a steady Software Development Centre at each circle justifies.
Pay package of the proposed Wing : Assessing the responsibility involved in the job the pay scale for the System Administrators should be the revised pay band of PB-2. The promotional benefits may be allowed as per norms fixed through the implementation of 3 ACP.

1. Com .G.Prasanth, SA, Olavakkot HO welcomed the gathering and stressed the significance of arranging such a workshop at this juncture. The discrimination meted against the SAs by the 6th CPC was highlighted in his speech. SAs are always working in a faulty system for trouble shooting and hence issues are more to handle with. At present, though all the SAs now executing the duties of SAs were recruited as PAs, their computer aptitude is being exploited by the Department, without giving any extra benefit in the form of any additional pay, pay scale or separate establishment. The necessity of interacting with higher officials for effective implementation of various IT projects created a negative image in the minds of our colleagues, that we are part of administration.


2. Com. S.Jayakumar, SA, Palakkad HO presided over the Workshop. He stressed the need of creating a separate wing for System Administrators and all the present SAs should be recognized in the new Cadre without even a Trade Test. He called for a circle level unity and co-ordination among the SAs in Kerala. He cited the case of eMO implementation as an example of poor way of implementing a new technology project, without any adequate prior testing. The Department should recognize and utilize the tremendous experience of the present SAs acquired from past many years in successful implementing many IT projects in a more efficient manner.


3. Com. K .Govindan, Circle President, AIPEU, Group C, NFPE inaugurated the workshop and told Kerala Circle has excelled in the area of Computerization in a big way. It necessitates a separate Cadre formation for SAs to solve their issues in performing their duties. NFPE has always presented the problems of SAs at appropriate levels whenever it is necessary. This workshop should help the NFPE to present the cause of SAs effectively before the Department. Due to the developments in the field of communication, we all know that the basic service of the Department has been affected. But, unfortunately, the Government is not thinking of utilizing the manpower and the network of Post Offices for new services. Instead, it is planning to make it as a Corporate Body and finally privatize the Department. A deliberate attempt of making postal volumes and manuals as redundant is being carried out. He has lauded the efforts of SAs in the successful computerization process of our Department, when compared with other Government Departments.


4. Com. Majeed, Circle Asst. Secretary, NFPE P-III felicitated at the Workshop and pointed out that NFPE has always tried to address the problems of SAs in all the Forums. Separate cadre for SAs will also benefit the Department in the process of computerization.


5. Com. Muralidharan, Circle Organizing Secretary, NFPE P-III also felicitated in the function. He suggested that meeting of SAs at all Divisional level should be conducted before Circle Working Committee meeting and the list of points to be sent for discussing in the CWC for effective solutions of circle level issues.


6. Com.V.Mohandas, District Secretary, Confederation of Central Government Employees and Workers, Palakkad District also felicitated at the workshop. He reminded that NFPE had presented the problems and needs of SAs before the Government and the 6th CPC, but, 6th CPC had not given any favorable recommendation.


7. Com. R.Senthil Kumar, SA, Chennai City North Division delivered his key note address and shared his experience of interacting with Com. K.Raghavendran, Secy Genl, NFPE in preparing the memoranda for submitting in the 6th CPC. The 6th CPC did not accept any of the demands contained in the memoranda and hence we have to stand united to pursue the same. He exuded confidence in Com. K.Raghavendran in dealing SA matters at appropriate levels, effectively. He felt that NFPE is fit to take up our issues in the right manner. He stressed the importance of maintaining a call report as a relevant record while visiting offices and called for a professional approach to system administration. He also noted that the recent unhealthy practices of sending anonymous emails in the name of IPSA emanated from Kerala circle will only water down the seriousness with which SA matters are being taken up.


8. Com. Sunder , Instructor from Trichy region told in his keynote address that this workshop will definitely change the approach of the dept. towards SAs. It is high time that we should define our work load and time factor for each and every work. In the recent department circular to all PMGs , creation of postmasters cadre is mentioned and for SAs it is just being thought of. But the latter is also equally important .


9. In the after noon session ,the problems faced by SAs from various divisions and their demands have been dealt in detail ( Appendix 2)
10. Com.Senthilkumar expressed his opinion based on the points raised by SAs by various divisions (Appendix 3)

Appendix 2

1.Ernakulam (Com.Sasikumar)
• Demanded absorption of existing SAs without even a trade test and precondition .
• Test can be introduced for new entrants .
• Service of the present SAs should be considered at the time of cadre restructuring.
• Powers to be given to take executive decision up to an extend Eg. Purchase of RAM
• SAs to report to Div Head only
• Dept. should provide all necessary infrastructure to carry out the work of SAs. Eg licensed software
• All SAs have to submit their TA bills on time
• HP Compaq Systems are not in warranty now
• Release of new version of software are to be intimated well in advance all should be tested properly before live implementation
• SAs to be provided with a laptop or exclusive PC and mobile phones


2. Trivandrum (Com. Padmakumar)
• Demanded for a separate system wing in the dept.
• Kerala circle should become a role model for other circles to follow


3.Kottayam ( Com.Vineeth)
• Multiple supervisors for SAs obfuscate us in carrying out our work.
• All SAs are to function in unison


4.Aluva ( Com.Prasanth)
• System administration as additional responsibility affects the quality of work.
• Shortage of sufficient no. of systems and printers is a problem.


5. Irinjalakuda( Com.Sandeep)
• New selection of candidates as SA to be announced in consultation with all working SAs.
• OT/honorariums to be paid for extra hours devoted for system administration.
• Antivirus supplied by NIC is useless.
• SA to be controlled from RO
• Some assistance to be given to SAs in carry out the physical strenuous work associated with system administration like purchasing battery water and carrying computer peripherals.
• The selection of SA candidates to be done by a committee at circle level before announcing separate recruitment rules for SAs


6. Thrissur (Com. Nandakishore)
• Period of services should be counted at the time of cadre restructuring
• The delay in the process of Purchase and supply of system to be avoided
• Personal harassment by Div. Head should be avoided Citing insignificant reasons, many well trained SAs were sidelined and posted novice in the field this will Derail the computerization process
• Quality of computer stationery to be ensured


7. Palakkad (Com. Prasanth)
• Strict observance of office timings Cannot be done for SAs work profile
• IT meetings at DO,RO,CO levels to be conducted regularly and in the same order for consolidating the problems and demands for the circle
• Separate criteria to be laid down for rotational transfer of SAs
• Non uniformity prevails among Divisions and Regions in dealing SAs
• Maximum work load for one SA post to be defined on the basis of NO. of offices attached , No.of systems to manage and the geographical area to travel
• SAs works to be made exclusive


8. Ottapalam (Com.Sasidharan)
• Experienced SAs Should not be Removed with out his consent
• Proper training to be given for all the new entrants for the post of SAs


9. Manjeri (Com.Ramachandran)
• Attendance register should not be made compulsory for SAs
• System administrator work should not be out sourced for maintaining security and integrity of the systems
• Transfer of SAs should only be to another post of SAs
• Condemned systems should be replaced with new systems in time and all other systems should be covered by AMC or warranty
• All software should be properly tested before it being brought to various offices for implementation
• Effective steps should be taken to prevent distribution of viruses though WAN
• Maintenance of generator set to be delinked from the duties of SAs as it a purely electrical item
• As various method for data transfer from SOs to HOs are followed in different div.,a uniform method to be designed by PTC
• All unserviceable SMS batteries are to replaced in time




10.Tirur (Com.Khalid)
• Seniority in PA cadre is to be considered at the time of cadre restructuring
• Controlling authority of SAs should have the knowledge of technology




11.Calicut (Com.Shinulal)
• Maintenance NIC WAV should be done more perfectly
• Printers should be maintained properly to keep them in good condition

Draft proposal submitted to NFPE based on the deliberations at the circle level workshop of System Administrators of kerala circle at Palakkad on 08-02-2009

1. Separate cadre for SAs to be formed immediately
2. All existing SAs to be absorbed with out any trade test or precondition
3. Due weight age based on length of Service in PA cadre to be given while absorbing to the new cadre
4. Regarding pay scales of the SA cadre, the demand already raised by the NFPE should be strictly adhered to.
5. Uniform work norms based on number and status of offices attached, No.of systems to handle, and geographical area to cover to be prescribed.
6. Duties and responsibilities of SAs are to be clearly defined.
7. Post of SAs to be identified as a field work and no strict office timings need be imposed.

Resolution


All SAs are called for unity in demanding the proposals stated above and exuded confidence in NFPE leadership to take the matter with the department appropriately .It is also resolved to stand united in all the agitations organized by the union.

CIRCLE LEVEL WORKSHOP OF SYSTEM ADMINISTRATORS

Dear friends,

It is decided to conduct a circle level workshop of all SA 's irrespective of union affiliations under the aegis of NFPE, Palakkad on 08/02/2009.

VENUE : KG BOSE BHAVAN, Near HPO Palakkad 678001
Date & time : 08/02/2009 at 10am

We will discuss all our problems threadbare to draft a proposal to be pushed through our trade unions for effective implementation of system division at operative wing. Our discussion should invariably include the following points:

1. Cadre restructuring in systems division
2. Selection Procedure
3 Job profile and justification of one post
4. Outsourcing of SA work
5. Uniformity of dealing SA matters in the circle

So all are requested to prepare their view points and arrive at a consensus at divisional level to present the view at the meeting.

We should all make this opportunity to benefit us maximum. A total participation of all SA s are expected as we would like to prepare a profile card of each and every SA working in our circle in order to ensure not to be excluded at the time of creation of SA cadres.
