The orders issued for the VSAT System Managers may be made> available to all the System Managers. Moreover, the department may also> provide a mobile phone for the System Managers.>>
> 1. *TREATMENT OF SYSTEM MANAGER AS FIELD OFFICER :*
>>> As the System Manager is traveling extensively throughout a division> mostly> on odd hours as lot of offices start their computerized work by early> morning and ends at late night. The need of the System Manger starts with> the problem of starting of the system till shutting down of it. Thus> insisting of signing the attendance at their designated headquarters at> the> designated time is not possible. In such an event it is not possible to> come all the way to divisional office and sign the attendance and then> proceed with the break down at post office which is far away from the> divisional office. Such a case has happened in the Chennai city South> division where the System Managers were harassed by the ASPs and insisting> them to report at 09.15 hrs everyday at the divisional office and then> proceed with their work. The System Managers should be treated as> officials> working on outdoor and the signing of attendance daily on time may be> scrapped. However, suitable monitoring may be done by checking their> diaries.>>

> 1. *TRAINING ALLOWANCE TO SYSTEM MANAGERS WHO IMPART TRAINING AT

*> Nowadays, many training centres have been opened at Circle/ Regional /> Divisional levels for imparting training in IT and ITes. This training is> given for all officials starting from PAs to SSPO's. The System Managers> are> being deputed to impart training to the officials without any> compensation.> A speaking of 30% of basic pay is being given for faculties who are being> deputed at Postal Training centres. Atleast a compensatory Training> Allowance may be paid to the System Managers in this regard. It may be> noted> that the department is spending a lot for the computer related trainings> to> private companies.>>
