"15 Creation of Systems Manager/Administrators Posts & Marketing Executives. Grant of SPL pay and grant of Road mileage Allowance without restrictions. Trainers Allowance for imparting training Norms be fixed for Systems Administrators uniformly to all Circles; providing mobile phones, Fixing duties & responsibilities."

VIEWS OF THE CIRCLE SYSTEM ADMINISTRATORS MEETING HELD AT CALICUT ON 08.02.2008.





































Sri.K.V.Sridharan, General Secretary, P-3, NFPE addressed the System Administrators and Sri.M.Krishnan, President, NFPE presided over the meeting. System Administrators of various Divisions in the Circle, participated in the meeting. General Secretary assured that the problems raised in the meeting will be included in the Charter of Demands to be submitted to the Department on 15.02.2008.
A Sub Committee of Kerala Circle level was formed representing the three Regions. Sri.Padmakumar, SA, Trivandrum GPO (9446700225), Sri.Sasikumar, SA, Ernakulam HO (9447607192) and Sri.S.Jayakumar, SA, Palakkad HO (9447312727) were selected as the Sub Committee members for coordinating and addressing the issues relating to the SAs, in the Circle.

1. *MAINTANENCE OF A PANEL LIST AT REGIONAL LEVEL FOR SYSTEM MANAGERS*

*> A* *panel list of the existing System Managers division wise should be> maintained at Regional office and the consolidated list in turn should> be> maintained at Circle Office*. * Any addition in this list when required> should be done only by an approval from the Regional Head. This will> prevent> the sacking of System Managers who have contributed in implementing> Technology in the department for years together as per the whims and> fancies> of the officers like SSPOs / PMsG / CPMsG. When we are fighting for a> compensation plan for the System Managers through our union it becomes> difficult if a System Manager who has contributed with his technical skill> in implementing Total Computerization is been sacked all of a sudden and> asked to work as Postal Assistant after completion of the computerisation> work. A Postal Assistant working as System Manager should be allowed to> work as System Manager unless and until>> i. If any disciplinary proceedings are initiated against> the person working as System Manager.> iii. If vacancy arises owing to promotion of the present> incumbent (eg. > 1. *DEPUTING MORE SYSTEM MANAGERS IN DIVISIONS AND REGIONS*
>>> Proper and standard norms should be followed for allotting the number of> System Managers for a division. This should be done in taking into> consideration the following aspects.>> i. The geographical spread out of the division.> ii. The number of Computerised Head and Sub-offices.> iii. The status and strength of the sub-offices concerned.>>>


> 1. *EXEMPTION SHOULD BE GIVEN TO SYSTEM MANAGERS WITH RESPECT TO TA
> BILL CLAIM *>> * *> A recent order no.APA/TA-Rulings / 06 dated at 15.11.2007 from the> Principal> Chief Postmaster General, Tamil Nadu Circle where restriction has been> imparted on TA Bill Claim for officials upto rank of ASPs. This> restriction> should be relaxed for System Managers as the local journey by Two-Wheelers> cannot be contained to a maximum of 100 kms as mentioned in the order.> This> needs to be settled immediately. Moreover, in some circles like Rajasthan> the road mileage allowance is not given to the System Managers and they> travel at their own expense.>> Unless the TA Claim of System Managers is not supported by proper orders> from the Directorate such lacunae by local administrative officers will> continue. We request our SG, NFPE and GS, P3 CHQ to insist the> Directorate> to issue favourable orders.>>


> 1. *NON-UNIFORMITY IN PAYMENT OF MOBILE PHONE RECHARGE BILLS *
>> * *> In many division / regions System Managers are been paid Rs.350 per men> sum.> This is not been paid to System Manager in many division / regions> throughout the nation. This may also be enchanced to Rs.500/- per men> sum> as the department provided Rs.500/- monthly land line for the System> Managers nominated for VSAT in the past. As of now the work nature of the> existing System Mangers have grown enormously and in some circles like> Maharastra the System Managers are provided with a land line with a> maximum> of Rs.500/- . The orders issued for the VSAT System Managers may be made> available to all the System Managers. Moreover, the department may also> provide a mobile phone for the System Managers.>>


> 1. *TREATMENT OF SYSTEM MANAGER AS FIELD OFFICER :*
>>> As the System Manager is traveling extensively throughout a division> mostly> on odd hours as lot of offices start their computerized work by early> morning and ends at late night. The need of the System Manger starts with> the problem of starting of the system till shutting down of it. Thus> insisting of signing the attendance at their designated headquarters at> the> designated time is not possible. In such an event it is not possible to> come all the way to divisional office and sign the attendance and then> proceed with the break down at post office which is far away from the> divisional office. Such a case has happened in the Chennai city South> division where the System Managers were harassed by the ASPs and insisting> them to report at 09.15 hrs everyday at the divisional office and then> proceed with their work. The System Managers should be treated as> officials> working on outdoor and the signing of attendance daily on time may be> scrapped. However, suitable monitoring may be done by checking their> diaries.>>


> 1. *SPECIAL ALLOWANCE/ INCENTIVES TO SYSTEM MANAGERS*
>> * *> A monetary compensation in the form of Special allowance / Incentives not> less than Rs.1000/- per men sum to be paid to all the System Managers.> This> should be a morale booster for all the toiling System Managers for all the> hard work they put in mentally and physically.>>


> 1. *DUTIES RESPONSIBILITES OF SYSTEM MANAGERS*
>>> Duties and responsibilities of the System Managers should be properly> framed> and uniformly implemented to all Circles. This should also be taken with> the> consent of the service unions.>>


> 1. *TRAINING ALLOWANCE TO SYSTEM MANAGERS WHO IMPART TRAINING AT
> VARIOUS LEVELS*>> *
*> Nowadays, many training centres have been opened at Circle/ Regional /> Divisional levels for imparting training in IT and ITes. This training is> given for all officials starting from PAs to SSPO's. The System Managers> are> being deputed to impart training to the officials without any> compensation.> A speaking of 30% of basic pay is being given for faculties who are being> deputed at Postal Training centres. Atleast a compensatory Training> Allowance may be paid to the System Managers in this regard. It may be> noted> that the department is spending a lot for the computer related trainings> to> private companies.>>
